Our Mission

The ACLU Foundation of Southern California is the court-ordered monitor of conditions of confinement and medical services within all Los Angeles County jail facilities.

"Conditions" refers to beds, change of clothing, food, meals, gay inmate classification, recreation, showers, telephones, overcrowding, "fish" kits, store, protective custody, religious services, mail, allegations of violence and retaliation and other similar issues that may arise.

Through advocacy, public education, and litigation, we work to ensure that a basic standard of care is provided to prisoners. We also work to decrease our community's overreliance on mass incarceration by advocating for alternatives to incarceration and discharge planning to help reduce recidivism.

Filing a Complaint

First, find out where your family member is housed by visiting http://app4.lasd.org/iic/ajis_search.cfm and input requested information (last name and first name) or call (213)473-6080.

Contact the assigned facility's Watch Commander at the facility your family member is housed, or tell your family member to utilize the in-house complaint forms that can be found in their living unit or they can ask a LASD employee for a complaint form, which they will need to fill out and turn in. Contact and alert the Watch Commander of the facility where your family member is housed of whatever issue your family member is dealing with:

If you do not receive a response from LASD within 30 days or if you are not satisfied with LASD's response, contact us and with your specific issue, your family member's booking number, what facility they are housed in, and briefly state what the issue is. If we do not have this information, we will not be able to help you.

Legal Advice

We do not handle criminal cases nor do we give legal advice on criminal cases. We suggest you contact the Public Defender's Office for information about criminal cases. 

You should immediately contact an attorney of your choice to discuss whether your case involves a statute of limitations. A statute of limitations is a time deadline within which a claim and a lawsuit must be filed. If you do not comply with the applicable statute of limitations, you may be legally barred from pursuing a claim in court. 

Contacting the ACLU/SC or the ACLU/SC's Jails Project does not mean that the ACLU/SC has accepted the case. If ACLU/SC does commit to representing you it will enter into a retainer agreement with you.  In most cases, however, we are not able to take individual cases.

If you contacted the ACLU/SC through our telephone pre-screening procedure or by sending us a letter, the pre-screener with whom you spoke is not an attorney, but rather a volunteer who is prohibited from giving legal advice under state law. The pre-screener cannot accept or reject cases for the ACLU/SC.

After you file a complaint with the ACLU/SC's Jails Project, we will send an official complaint to LASD where it will go to the appropriate department, unless you inform us that you do not want us to make a complaint on your behalf to the LASD. We will also respond to your family member with a letter acknowledging contact. If the issue is not resolved within 30 days, please contact us again so that we can follow up on the complaint.
