We have a bright idea for Gov. Schwarzenegger: How about actually cutting wasteful spending in our bloated and dysfunctional prison system and saving the state some money that can be used to help the most vulnerable residents?
Over the past 20 years, California has increased spending on prisons by 450 percent. We have fallen to the bottom in providing children with a good education, and our most needy have languished without basic social services.
